The acceptance inspection team is composed of environmental protection engineering construction unit (Gansu Beixin Environmental Protection Technology Co., Ltd.), environmental assessment unit (Huangshi Environmental Protection Research Institute), acceptance investigation and monitoring unit (Hubei Huatu Environmental Testing Technology Co., Ltd.) and 2 experts (list attached After) composition. The acceptance inspection team conducted on-site investigations on the construction and operation of the project and environmental protection facilities, listened to the construction unit's report on the implementation of the project and environmental protection, and the acceptance investigation and monitoring unit's report on the contents of the "Acceptance Investigation Report", and checked and verified the relevant data. Grinding and rust treatment measures

Wastewater treatment measures

2. Implementation of environmental protection measures

1. Exhaust gas

(1) Welding fumes

The EIA report stated that welding fumes were treated by installing a mobile welding fume purifier, and filtered clean air was directly discharged into the workshop.

According to the site survey: the construction unit has purchased a mobile welding fume purifier, so that welding fumes are treated by installing a mobile welding fume purifier, and the filtered clean air is directly discharged into the workshop room.

(2) Sanding and dust removal

The EIA report stated that shot blasting is a process that uses compressed air to spray steel shots or glass shots onto parts to remove scale and other contaminants. Shot peening is used for surface treatment before steel processing or painting: surface matting and descaling. This project Q6930 shot blasting is set in the plate welding workshop. A large amount of dust is generated during the shot blasting process. The equipment is equipped with an explosion-proof, anti-combustion and dust-removing ventilation system. The dust removal efficiency can reach 99.5%. The exhaust gas is discharged through a 15m high exhaust cylinder.

The filter cartridge is composed of a top cover, a metal frame, a pleated filter material, and a base. The filter cartridge is folded with a designed length of filter material, and the head and tail are bonded into a tube. The inside and outside of the tube are supported by a metal frame, and the top and bottom are used for the top cover It is fixed with the base, and the top cover has fixing bolts and washers. In order to facilitate operation and maintenance, the filter cartridge is arranged at an angle. The dust collector has high dust removal efficiency, and the dust removal efficiency reaches 99.99%.

(3) Paint exhaust

The EIA report stated that the coating facilities of Sanhuan Forging Industrial Park were constructed once in the first phase of the project, located in the northeast of the heavy workshop of the first joint plant, with an area of ​​1584m2. The products of the second phase were sprayed in this area, and the paint was sprayed in the second phase of the project The process is intended to use manual electrostatic spraying, to be operated indoors and allowed to dry naturally.

Exhaust gas treatment: adopt two sets of RCL series pumpless water curtain paint mist purifier, paint mist treatment method: paint mist purifier is to use the negative pressure of the exhaust fan to directly atomize the water in the water tank into water droplets and raise and collect them to the overflow tank To form a weir flow water curtain. The water curtain falls down along the floodboard, and finally flows into the water tank in the form of a water curtain. Along with the above-mentioned water curtain circulation process, the paint spray mist is purified with three levels of increasing strength, and the purification efficiency is as high as 99.8%, which is stable and reliable. The exhaust gas is discharged through a 15-meter chimney after absorbing benzene pollutants through an activated carbon filter box.

Add 0.3-0.5% of special Ⅺ-Ⅴ special flocculant to the circulating water of RCL. This inorganic macromolecular flocculant can cause the paint mist particles to form a non-cohesive paint residue in water. Actual use only needs to periodically remove the precipitated paint residue from the water tank, and make up water and a small amount of Ⅺ-Ⅴ flocculant in a timely manner. RCL's circulating water does not need to be discharged at any time, and there is no worry about secondary sewage. The resulting paint slag and solvents are not easily regenerated, and they are entrusted for disposal as hazardous waste.

According to the description of the changes in the EIA: In order to save energy and reduce emissions, and to improve the economic benefits of the enterprise, the construction unit has changed the pretreatment and painting of steel plates in the important process of the original process. The manual spraying in the original EIA report was changed to a fully automatic sealing operation (QXY3000 steel plate pretreatment line), which reduced the discharge of pollutants in the production process.

QXY3000 steel plate pretreatment line is mainly used for steel plate, surface shot blasting, automatic painting and drying, that is, steel pretreatment. After the surface pretreatment of the steel, the scale and rust spots generated during the rolling and storage of the steel are completely removed, so that the surface has a certain roughness, the adhesion of the paint film is improved, and the paint maintenance cycle is extended. Steel surface pretreatment improves the material's fatigue resistance and improves its internal quality. Steel surface pretreatment improves the efficiency of CNC cutting, ensures the quality of the cut, and extends the life of the cutting tool. The use of steel pretreatment technology can free workers from the heavy cleaning and derusting work, improve working conditions, reduce labor intensity, and reduce environmental pollution.

QXY3000 steel plate pretreatment line is composed of lifting and traversing device, shot blasting machine, automatic paint spraying room, drying room, workpiece conveying system, paint mist filtering system, shot blasting dust removal system and electrical control system. QXY3000 steel plate pretreatment line adopts "filter cartridge + activated carbon adsorption" method for paint removal.

According to the site survey: the construction unit has completed the construction of the QXY3000 steel plate pretreatment line. After the paint exhaust gas is purified by the "filter cartridge + activated carbon adsorption" system in the QXY3000 steel plate pretreatment line, it is discharged from a 15m high exhaust pipe at high altitude.

(4) Oil fume purification device

The EIA report stated that the project has a canteen for two meals a day and uses natural gas as energy. The EIA recommends that the construction unit adopts the corresponding range hood purification system in the range hood system, the purification efficiency is greater than 85%, and the flue gas is led to the exhaust pipe 3m above the roof through the built-in flue.

According to the actual site investigation, the canteen was equipped with a range hood to treat the exhaust fumes and led it to the roof for discharge.

3. Solid waste

The solid waste produced in the second phase of the project can be classified into hazardous waste and general waste according to its toxicological properties. General wastes are mainly waste scraps, scrap iron scraps, waste packaging and welding, dust collected in the grinding process, and domestic garbage. The hazardous wastes are mainly waste emulsion, waste paint residue, waste activated carbon, waste paint buckets and waste oil.

Waste scraps, iron scraps, waste packaging and dust collected during welding and grinding processes generated in the production process are collected and sold out; domestic waste is handed over to the sanitation department for regular transportation.

The waste emulsion is temporarily stored in a dedicated tank, and hazardous wastes such as waste paint residues, waste activated carbon, waste paint buckets, and waste oil are stored in the hazardous waste temporary storage warehouse and handed over to a hazardous waste disposal unit with corresponding treatment qualification for centralized treatment.

4. Noise

3. Investigation, acceptance and monitoring results

1. Exhaust emission monitoring conclusion

The waste gas generated in the second phase of the project is mainly the dust generated by grinding and derusting and the benzene, toluene and xylene produced by spray painting.

Set up 4 monitoring points around the plant boundary, monitoring 2 days, 4 times a day. The monitoring results show that the dust at each monitoring point is lower than the standard limit in the second level standard of the new pollution source in the "Comprehensive Emission Standards for Air Pollutants" (GB16297-1996).

2. Wastewater discharge monitoring conclusion

The sewage generated by the second phase project is divided into production wastewater and domestic sewage. After being pretreated by the grease trap, the production wastewater and domestic sewage enter the first-stage sewage treatment station for centralized treatment, and then are discharged into the municipal municipal sewage pipe network and into the Shannan sewage treatment plant for treatment .

The monitoring results of wastewater show that the discharge concentration of PH, chemical oxygen demand, suspended solids, ammonia nitrogen, petroleum, and five-day biochemical oxygen demand in the total discharge of the wastewater all meet the third level of the Comprehensive Wastewater Discharge Standard (GB8978-1996) The requirements in the standard.

3. Conclusion of noise monitoring at plant boundary

Set up 4 monitoring points at the plant boundary and 1 monitoring point at each of the two sensitive points to monitor the equivalent continuous A sound level, once for each day and night for 2 days.

The monitoring results show that the daytime and nighttime sound level values ​​of each monitoring site of noise and noise at the plant boundary meet the requirements of Class 3 and Class 4 standards of "Environmental Noise Emission Standards for Industrial Enterprises at Plant Boundary" (GB12348-2008). The daytime and nighttime sound level values ​​of the noise at the two sensitive points are in compliance with the requirements of the Class 2 standard of "Environmental Noise Emission Standards for Industrial Enterprises' Boundaries" (GB12348-2008).

4. Conclusion of solid waste investigation

The solid waste of the project mainly includes hazardous waste and general waste. General wastes are mainly waste scraps, scrap iron scraps, waste packaging and welding, dust collected in the grinding process, and domestic garbage. The hazardous wastes are mainly waste emulsion, waste paint residue, waste activated carbon, waste paint buckets, etc.

Waste scraps, iron scraps, waste packaging and dust collected during welding and grinding processes generated in the production process are collected and sold out; domestic waste is handed over to the sanitation department for regular transportation.

The waste emulsion is temporarily stored in a dedicated tank, and hazardous wastes such as waste paint residues, waste activated carbon, waste paint barrels, and waste oil are stored in the hazardous waste temporary storage warehouse, and are handed over to Hubei Tianyin Hazardous Waste Concentration with appropriate disposal qualifications. 5. Total control conclusion

The discharge amount of pollutants in the project wastewater is: chemical oxygen demand 0.25t/a, ammonia nitrogen 0.014t/a, which meets the requirements of the EIA total control index (COD≤8.035t/a, ammonia nitrogen≤0.203t/a).

The main pollutant discharge amount of the project is: 0.3t/a, xylene 0.024t/a, which meets the expected total control index requirements (total amount of benzene, xylene, toluene ≤1.4t/a, dust ≤1.11t/a ).

4. Problems in the project, as well as requirements and suggestions
